The journey to search for spiritual purity and natural balance became a milestone of Hindu religious order in the southern slope of Agung Mountain. Now the milestone is known as Besakih Grand Temple. This temple is believed as the first milestone that Rsi Markandeya and his followers made sure Bali as a destination land to build a spiritual value.

    In the long journey of time, Bali and its society underwent every day life in the unique order of life, religion, art and culture. This uniqueness then in the year of 1579 became the attention of Cornelis de Houtman, a Dutch expedition leader who conducted a journey to Indonesia to search for spices. The fertile land, agricultural activities, and the culture uniqueness of the inhabitants in their daily life, became a big attention for the expedition of Cornelis de Houtman.

    Along with the attractiveness of Indonesia which was known as a spice producer, Bali was also known in the world from its cultural side. The colonization of Dutch against Indonesia in the 17th and 18th century did not have an impact to religious and cultural life in Bali. Hindu in Bali at that time was entering its heyday when Bali Kingdom which was centered in Gelgel later moved to Semarapura or Klungkung. In the early of 20th century, then Bali was conquered by Dutch which was marked by the falling of Klungkung kingdom through the war of Puputan Klungkung in 1908.

    Since conquered by Dutch, Bali seemed to be open wide for foreign visitors. Bali was not only visited by the tourists, but also cultural observers, such as litterateurs, writers, and painters. They were coming due to the uniqueness of Bali cultural art. Then it was them who spread the uniqueness of Bali to international world. The admiration of Bali land aroused the interest of foreigners to gave the title of Bali starting from The Island of Gods, The Island of Paradise, The Island of Thousand Temples, The Morning of the World, and other various compliment names.

    Since 100 years ago, Bali island had become the target for foreign tourists. So that in the year 1930 in the heart of Denpasar city, the hotel was built to accommodate the arrival of foreign tourists at that time, namely Bali Hotel. The Hotel with its colonial architecture style building, became a milestone of Bali tourism. Up to now, the hotel building is standing still firmly in its original style.

    Tourism activity in Bali which starting to blossom at that time, briefly halted due to World War 2 between 1942 to 1945. Further it was followed by the struggle to fight for Indonesian freedom, and also the struggle occurred in Bali until 1949. In 1960s the Bali Beach Hotel was built in Sanur Beach which became the only one of tourist accommodation in Bali along with Bali tourism began to be reorganized. In 1963 this hotel was renovated to become 10-story building. The tourist accommodation facilities (hotel, home-stay, pension) which were being developed later, only were in the form of 1-story buildings. In 1970s, the Government of Bali Province issued a Regional Regulation which regulated about the height of building that was maximum of 15 meters which took into consideration Bali cultural and traditional layout factors so that Bali was still having its cultural values.

    Since Bali Beach Hotel was operational in 1966, the development of tourist accommodation facility was growing rapidly. Sanur area was developed relatively more planned because its location was side by side with the first hotel. Meanwhile Kuta Beach area was developed more naturally, which moved from local settlement model. Home-stay and pension model developed more dominantly compared to standard hotel model. So did Ubud area (Gianyar) was developed naturally, growing in resident's houses which still survived with countryside nuance.

    In the 1990s, an international tourist resort was built in Nusa Dua area, managed by Bali Tourism Development Corporation (BTDC), as a body formed by government. Some hotel operators in Nusa Dua area were investors, so that the presence of this area increasingly boosted the development of Bali tourism. The next era, tourist occupancy facilities grew very rapidly in the center of tourist occupancies especially in the Regency of Badung, Denpasar municipality, and Regency Gianyar. Sanur and the city center for Denpasar area. Ubud, Kedewatan, Payangan and Tegallalang became a tourist occupancies area for the Regency of Gianyar.

    To control this very rapid development, the Government of Bali region defined 15 area in Bali as tourist occupancy areas and its supporting facilities, such as restaurants and shopping centers. Up to now, Bali has owned more than 35 thousand hotel rooms, consists of the classes between Pondok Melati up to five stars hotels. The hotel facilities appear in various forms from home model, standard hotel, villa, bungalow, and boutique hotel with a wide range of tariff. This diversity provides added value for Bali since it is able to offer a lot of options for tourists.

    3. "THE DEVELOPMENT OF BALI TOURISM"

    Bali and tourism can not be separated, not only the Government of Bali Province which has much hope to this service sector to drive the wheels of development, but most of its society also depends on this sector. What has been done by the Government of Bali Province and the society to build the tourism sector actually is the right step. Considering Bali potential is not in mining or energy sector, but in tourism sector through the culture, art, custom, and its natural beauty. However tourism sector is also business of service which is the most vulnerable against the change of social, economic, political and security condition which no longer local or regional, but global by nature. Various events which occurred in the national or global scale, such as US-Iraq war conflict, the outbreak of SARS virus and J.W. Marriot bombing tragedy indirectly affected the performance of Bali tourism.

    4. "THE ACCOMODATION"

    The development of tourism industry in Bali cannot be separated from the business of hotel accommodation, both star and non star hotels. The indicator that can be used among others is room occupancy rate (TPK). In this context will be studied the room occupancy rate of star hotels, according to the availability of existing data. As we have known that the series of tragedies occurred within the last two years has made huge domino effect toward Bali tourism, so that causing the room occupancy rate of hotels in Bali decreased. Prior to Kuta bombing tragedy occurred, room occupancy rate of hotels all over Bali still in the range of 39-40 percent, even room occupancy rate of star hotels is more than 50 percent, but when the tragedy happening, room occupancy rate of all the hotels experiencing the decline.

    Cumulatively, the average of room occupancy rate of star hotels in Bali throughout the year of 2003 was at 37.40 percent. Clearly this number was below the number in 2002 which at 50.60 percent. During 2003, the average of the highest room occupancy rate in Bali was five stars hotels, that is at 41.33 percent. Meanwhile monthly the average of room occupancy rate was in September at the highest (44.37 percent). In contrast the average of lowest room occupancy rate happened in May, at 28.99 percent. However, room occupancy rate's decline also can be due to the increasing rate of hotel's rooms available. The number of rooms and bedrooms accommodation in Bali tended to increase until the year of 2003.

    As a leading sector in contributing both a state devisa and Local Own-source Revenue (PAD), tourism activities demands a serious and comprehensive work. Tourism activity is a complex activity, because it involves many sectors, such as: transportation, industry, agricultural, and others. Several things should be done by government in developing tourism facility and infrastructure, and others.
