2. "THE HISTORY OF BALI"
Bali island history is not separated from the journey and the searching of spiritual aspirants. Rsi Markandeya is noted as spiritual figure from Java island who for the first time landed in Bali island. The journey to search for spiritual purity and natural balance became a milestone of Hindu religious order in the southern slope of Agung Mountain. Now the milestone is known as Besakih Grand Temple. This temple is believed as the first milestone that Rsi Markandeya and his followers made sure Bali as a destination land to build a spiritual value.
Since conquered by Dutch, Bali seemed to be open wide for foreign visitors. Bali was not only visited by the tourists, but also cultural observers, such as litterateurs, writers, and painters. The admiration of Bali land aroused the interest of foreigners to gave the title of Bali starting from The Island of Gods, The Island of Paradise, The Island of Thousand Temples, The Morning of the World, and other various compliment names.
Since 100 years ago, Bali island had become the target for foreign tourists. So that in the year 1930 in the heart of Denpasar city, the hotel was built to accommodate the arrival of foreign tourists at that time, namely Bali Hotel. The Hotel with its colonial architecture style building, became a milestone of Bali tourism. Up to now, the hotel building is standing still firmly in its original style.
Tourism activity in Bali which starting to blossom at that time, briefly halted due to World War 2 between 1942 to 1945. Further it was followed by the struggle to fight for Indonesian freedom, and also the struggle occurred in Bali until 1949. In 1960s the Bali Beach Hotel was built in Sanur Beach which became the only one of tourist accommodation in Bali along with Bali tourism began to be reorganized. In 1963 this hotel was renovated to become 10-story building. The tourist accommodation facilities (hotel, home-stay, pension) which were being developed later, only were in the form of 1-story buildings. In 1970s, the Government of Bali Province issued a Regional Regulation which regulated about the height of building that was maximum of 15 meters which took into consideration Bali cultural and traditional layout factors so that Bali was still having its cultural values.
Since Bali Beach Hotel was operational in 1966, the development of tourist accommodation facility was growing rapidly. Sanur area was developed relatively more planned because its location was side by side with the first hotel. Meanwhile Kuta Beach area was developed more naturally, which moved from local settlement model. Home-stay and pension model developed more dominantly compared to standard hotel model. So did Ubud area (Gianyar) was developed naturally, growing in resident's houses which still survived with countryside nuance.
In the 1990s, an international tourist resort was built in Nusa Dua area, managed by Bali Tourism Development Corporation (BTDC), as a body formed by government. Some hotel operators in Nusa Dua area were investors, so that the presence of this area increasingly boosted the development of Bali tourism. The next era, tourist occupancy facilities grew very rapidly in the center of tourist occupancies especially in the Regency of Badung, Denpasar municipality, and Regency Gianyar. Sanur and the city center for Denpasar area. Ubud, Kedewatan, Payangan and Tegallalang became a tourist occupancies area for the Regency of Gianyar.
To control this very rapid development, the Government of Bali region defined 15 area in Bali as tourist occupancy areas and its supporting facilities, such as restaurants and shopping centers. Up to now, Bali has owned more than 35 thousand hotel rooms, consists of the classes between Pondok Melati up to five stars hotels. The hotel facilities appear in various forms from home model, standard hotel, villa, bungalow, and boutique hotel with a wide range of tariff. This diversity provides added value for Bali since it is able to offer a lot of options for tourists.
3. "THE DEVELOPMENT OF BALI TOURISM"
The interesting thing is, in the last two years repeatedly there were events which making Bali tourism facing tough challenge. It is not really recovered from the economic crisis nationally, Bali tourism seemed to experience lean times after shaken by the WTC tragedy. Then in October 2002, Bali tourism again was getting the ordeal in the form of Kuta bombing tragedy. It was not enough up until there, bleak future for Bali tourism still lingered in 2003. Various events which occurred in the national or global scale, such as US-Iraq war conflict, the outbreak of SARS virus and J.W. Marriot bombing tragedy indirectly affected the performance of Bali tourism.

Prior to Kuta bombing tragedy occurred, room occupancy rate of hotels all over Bali still in the range of 39-40 percent, even room occupancy rate of star hotels is more than 50 percent, but when the tragedy happening, room occupancy rate of all the hotels experiencing the decline.
